cant change desktop background

i cannot change my desktop background. Desktop background is grayed out.

Find the image you want to set as your background using regular windows explorer (e.g. my computer), and then right click the image, click open with, then click windows picture and fax viewer. Then right click the image and click set as desktop background.

What is grayed out? if you right click on the background, and click properties, can you click the "Desktop" tab?

I can click on properties and get desktop. The problem is the "browse" key, under the desktop tab, is grayed out and i cannot select any of the options for desktop

what and where is windows picture viewer. this is windows XP. again, the problem is i cant select any of the backgrounds. The browse key is greyed out and the scroll bar for backgrounds wont move.

If this is Windows XP, open the image using the windows picture viewer (right click->open with) and then right click the image in picture viewer and click "set as desktop background".
