MSConfig is designed to be used as a temporary measure to disable stuff. It can easily be accidentally reverted back to having all the stuff you deleted. The above link tells you how to remove the items properly.

ISUSPM and issch are processes that keeps your installshield up to date. Installshield is the installer that most programs use and is legitimate. You can remove this safely.

ctfmon is part of the Microsoft Office suite.

Yes, you can remove it. You should not use msconfig, however, you should use Mike Lin's Startup Control Panel:

Since ctfmon is part of the Microsoft Office suite, is it OK to disable it out of Startup via Start, Run, msconfig? Thank you!

Can you please tell me why it wouldn't be a good idea to remove it by msconfig. What's the worst thing that could happen if I do?
