Open up any one of the windows, and then click tools->Folder Options. Under the General tab, the second one down should say "Brows Folders". Make sure the top one is checked, named "Open Each Folder in the same window"

Try running an "issues" scan with CCleaner, then reboot. Then take a look at the above mentioned checkbox. If it is still on open in same window, select the other one, click apply or save, then swap it back. See if it works after that.

What happens if you type "c:/windows" (without the quotes) in the address bar at the top?
What operating system is this? xp or vista?
